MINUTES OF RICHARDS CASTLE (HEREFORDSHIRE) PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON TUESDAY 12 APRIL 2022
PRESENT: Mr R Alden (Chairman); Ward Cllr. Bowen (Vice Chairman); Ms L Munn; and Mr P Enzer.
IN ATTENDANCE: Mr R Hewitt, Clerk. Chair of the Platinum Jubilee volunteers and Richards Castle (Shropshire) Parish Cllr., Ms V Hawkins was present.
22/1 Apologies – Mr M Ayres.
22/2 Co-opt to vacancy on the parish council – Deferred.
22/3 Declarations of Members Interest and Requests for Dispensation – None.
22/4 Minutes of the previous meeting – The minutes of the meeting held on 22 February 2022 were agreed to be a true record.
22/5 Report from the Herefordshire Councillor for Bircher Ward
Ward Cllr. Bowen reported on the new High Sheriff, new planters in Hereford, Talk Community hubs, farriers’ exhibition, and planting ceremony for the Queen’s Green Canopy.

There were no matters raised.
22/7 The Platinum Jubilee of Her Majesty The Queen
Chair of the Platinum Jubilee volunteers, Ms V Hawkins kindly provided a report on plans for the Big Lunch on 5 June 2022. Cllr. P Enzer said he is a volunteer and is drafting the risk assessment for the Big Lunch event.
The parish council resolved to donate £500.00 to support the Jubilee celebrations and to request that the parish council’s insurers extend cover for the event. The risk assessment for the Big Lunch will be used as the basis of the request for insurance cover.

22/9 Financial Items
The following payments were agreed: Eyelid Productions Ltd., website maintenance 2022-23 (£100.00) and HMRC, PAYE to 5 April 2022 (£172.00).
22/10 Herefordshire Local Plan 2021-2041 Policy Options consultation
It was agreed to delegate responses to Local Plan 2021-41 consultations and surveys to the Clerk in consultation with a working group of members. The working group is ongoing until such time as the Herefordshire Local Plan 2021-41 is adopted. It was agreed that the working group will meet on 26 April 2022.
22/11 Decision on community commissioning initiative to remove road markings on the B4361 through the village
The parish council noted the highway authority has reconsidered the initiative but remains unable to support the community commissioning request. It was resolved to acknowledge the reconsideration and inform the highway authority that the parish council will respond in detail once speed data has been collected. The speed data is due to be collected after an earlier request to the highway authority.
The Chairman reported on footpaths. Work is ongoing to improve the Herefordshire Trail. The footpaths contractor is no longer able to undertake work in support of the P3 footpaths scheme. The lengthsman will be asked to undertake the footpaths maintenance.
New arrangements put in place by the highway authority for the management of public rights of way and traffic regulation orders were noted.
22/13 Lengthsman/ highways report
Cllr. Enzer, lengthsman coordinator, reported on work completed by the lengthsman at Rock crossroads and it is likely that the pavements and gutters in the village will require de-weeding.
22/14 Clerk’s Report
The expression of interest and annual maintenance plan for lengthsman and P3 footpaths work in 2022-23 has been submitted. The drainage grant application, which included an additional £1,000 project requested by the lengthsman coordinator, has been submitted. Verge cuts are scheduled for May and end of August/ beginning September 2022. The preference of the parish council expressed at the meeting is for a single second cut at the end of August, supplemented by the lengthsman as required.
22/15 Leave of absence
It was resolved to extend Cllr. L Allwright’s leave of absence for an additional six months.
22/16 Annual Parish Meeting
Richards Castle Herefordshire is hosting the joint annual parish meeting on 19 May 2022. Ward Cllr. Bowen kindly offered to invite West Mercia Police and/ or the locality steward to the annual parish meeting. This proposal was supported by the parish council, and it was agreed to put a notice in Castle News and provide refreshments for members of the public attending.
22/17 Matters raised for next meeting (no discussion) – Speed Indicator Devices.
22/18 Date of next meeting – The annual meeting will be on Thursday 19 May in the Jubilee Room of the village hall.
