MINUTES OF RICHARDS CASTLE (HEREFORDSHIRE) PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON TUESDAY 17 JULY 2018

PRESENT Mr P Owen (Chairman); Mr S Greetham (Vice Chairman); Ms L Allwright; Ms L Munn; and Mr R Alden.

IN ATTENDANCE Ward Cllr. S Bowen and Mr R Hewitt, Clerk. Representatives of the Parochial Church council (x2) and two (2) members of the public were present.

18/25 Apologies for absence – None.

18/26 Co-opt two new members – Postponed to the next meeting.

18/27 Declarations of Interest and Requests for Dispensation – Cllr. Alden declared a disclosable pecuniary interest in planning application 182289 Land at Spout House Field.

18/28 Minutes of the previous meetings – The minutes of the meetings held on 22 and 24 May 2018 were approved and signed as a correct record.

18/29 Proposal by the PCC to increase the secular use of the Church of All Saints – The parish council agreed to support the PCC’s initiative to hold more community events at the church.

18/30 Report from the Herefordshire Councillor for Bircher Ward – Ward Cllr. Bowen said OFSTED is looking at children’s services in the county. General scrutiny is to look at the proposed red route for the Hereford bypass, and will make a recommendation for cabinet to consider at the end of July 2018.

18/31 To invite views and discussion from members of the parish – There were no matters raised.

18/32 Planning

182289 Land at Spout House Field, Richards Castle, SY8 4EW – Variation of condition 2 (170647/F). There was no objection to the proposed amended drawings

[Cllr. Alden re-joined the meeting.]

182162 Upper House Castle Road Richards Castle SY8 4ER – Proposed dwelling and associated garage. The parish council supported the design and setting of the proposed dwelling and is pleased to see plans submitted for a sustainable, carbon-negative passive house.

However, the proposed site lies outside the settlement boundary, and Policy ORC9 of the neighbourhood development plan restricts new housing “to sensitive infilling within a settlement boundary and sites identified for development defined upon Richards Castle Village Map”.

In this instance, the parish council would like the planning authority to decide whether the proposed dwelling meets the criteria for exceptional development outside the settlement boundary.

18/33 Financial Items
a) The following payments were agreed: R Mills, repair of Rock crossroads sign (£205.20); R Bayliss, footpaths maintenance (£222.20); the Clerk, wages April-June 2018 (£444.15); HMRC, PAYE Q1, 2018-19 (£111.00); and Hitrees, lengthsman (£333.00).
b) Support for the 490 bus service in 2018-19 – It was agreed to provide £750.00 to support the service in 2018-19. Herefordshire council will be made aware of reported scheduling problems.

18/34 Plaque for new tree at Orchard Rise – The parish council decided to dedicate the tree to Mr Glyn Goodwin. An appropriate tree plaque and inscription will be agreed with the family. A budget of £105.00 was agreed for the cost of the plaque.

18/35 Good Neighbour Scheme – The meeting agreed to support the proposal to have a scheme in the parish, and to help get the scheme up and running. The founder of the Yarpole scheme will be invited to a meeting for people interested in getting involved. The meeting will be publicised in Castle News and on the parish council website.

18/36 Community Commissioning project(s) – Noted.

18/37 Location for new planter – The Vice Chairman reported that the planter has been moved to the bench near the location of the former telephone box because the verge near the new village signs does not have the width to take a planter. The proposed new location was agreed.

18/38 Review outcome of highways petition – The Vice Chairman said Bill Wiggin MP has been approached and has proposed arranging a meeting with the Herefordshire cabinet member responsible for highways. Ward Cllr. Bowen said Castle Road and Orchard Rise are on the list of roads for resurfacing and repairs. It was agreed to monitor the situation for the time being.

18/39 Reports from parish councillor representatives
a) Footpaths: Cllr. Alden said the summer maintenance programme is underway. There will be a parish walk on 11 August 2018, publicised in Castle News, followed by refreshments at the village hall.
b) Lengthsman: Cllr. Greetham said minor highways maintenance has been done by the lengthsman.
c) Highways: See 18/38 above.
d) Planning: Cllr. Owen kindly agreed to be the planning representative.
e) Good neighbour scheme: Cllr. Allwright kindly agreed to be the good neighbour scheme representative.

18/40 Smartwater village scheme – The parish council supports the initiative to be a SmartWater village under the scheme operated by West Mercia Police. If possible, the scheme will be implemented jointly with Richards Castle Shropshire. A notice will be placed in Castle News and residents encouraged to register their interest.

18/41 Consultation on Aymestrey Neighbourhood Development Plan (Regulation 16) – Noted.

18/42 Social media and parish council communications – It was agreed that the parish council will not set up any social media pages for the time being.

18/43 Clerk’s Report – VAT on parish council expenditure during 2016-17 has been paid by HMRC (£578.08). There has been a payment of £378.58 from Herefordshire Council, for the footpaths grant 2017-18. The notification of arrangement form for the co-option of Cllr. Allwright has been provided to Electoral Services. Herefordshire Council has asked that the parish council adopt their amended code of conduct. HALC has advised that the amended code of conduct is considered after the parish council election in May 2019.

18/44 Matters raised for next meeting (no discussion) – None.

18/45 The next scheduled meeting will be on Thursday, 27 September 2018. The meeting closed at 9.35pm.
