MINUTES OF RICHARDS CASTLE (HEREFORDSHIRE) PARISH COUNCIL ANNUAL MEETING HELD AT THE VILLAGE HALL AT 8.30 PM ON THURSDAY 19 MAY 2022
PRESENT Mr R Alden (Chairman); Ward Cllr. Bowen (Vice Chairman); Ms L Munn; Mr M Ayre; Mr M Ayres; and Mr P Enzer.
IN ATTENDANCE Mr R Hewitt, Clerk. One (1) member of the public was present.
21/19 Election of Chairman – Cllr. R Alden was elected Chairman unanimously and signed the acceptance of office.
21/20 Apologies for absence – The resignation of Ms L Allwright was noted, and she was thanked for her commitment and service to the community, particularly in respect of the Good Neighbour scheme.
21/21 Co-opt one new member to the parish council
Mr Martin Ayre was co-opted to the parish council. Mr Ayre signed the declaration of acceptance of office and joined the meeting.
21/22 Declarations of Interest and requests for Dispensation – None.
21/23 Election of Vice Chairman – Cllr. Bowen was elected Vice Chairman unanimously.
21/24 Offices and representatives:
a) Planning: Cllr. S Bowen.
b) Footpaths: Cllrs. R Alden and M Ayres.
c) Lengthsman: Cllr. P Enzer.
d) Highways: Cllr. P Enzer.
e) Village Hall: No appointment was felt necessary.
Officers and representatives were thanked for their duty and commitment.
21/25 Minutes of the previous meeting – The minutes of the meeting held on 12 April 2022 were approved as a true record.
21/26 To invite views and discussion from members of the parish – There were no matters raised.
21/27 Financial items
a) i) Internal audit and report – The completion of the internal audit and auditor’s report was noted.
ii) Annual Governance Statement – Approved.
b) Accounting Statement 2021-22 – Approved.
c) Risk schedule – Approved.
d) Insurance renewal – After considering the quotations provided the parish council agreed to accept the policy with Zurich Municipal.
e) The following payments were approved: Parish council insurance (£264.00); Village Hall, meetings 2021-22 (£50.00); Clerk, wages April-June 2022; HMRC, PAYE to 5 July 2022 (£175.00); K Adams, internal audit (£100.00); Clerk, office and administration 2021-22 (£249.55).
21/28 The Platinum Jubilee of Her Majesty The Queen
Cllr. P Enzer, a Platinum Jubilee volunteer, kindly provided a report on preparations for the Big Lunch on 5 June 2022 for which separate event insurance has been obtained by the organisers. The proposed location on the highway verge of the B4361 at Batchcott, Shropshire, for the planting of Green Canopy trees that was discussed at the annual parish meeting, was supported.
21/29 Drainage grant
The highway authority will fund up to £4,339.00 of drainage work. Drainage work set out in the application will be prioritised in line with the available funding. The drainage grant contract was signed.
21/30 Request to support restoration of the Woofferton Rail link
The proposal from Orleton PC to request the restoration of the Woofferton Rail link was supported.
21/31 Speed indicator devices (x2)
A quotation for two post brackets, padlocks and fixing equipment was agreed. Support for the devices by all the parish councils will mean that the cost (£117.00 net) is split three ways.
The Chairman’s report was noted. The re-launch of the Herefordshire Trail has been supported. A wobbly stile will be checked.
21/33 Highway/ Lengthsman
Cllr. Enzer’s report was noted. Kerbs to Woodhouse Lane will be reviewed. Availability of an external contractor for spraying was noted. The P3 footpaths and lengthsman scheme contract for 2022-23 was signed.
21/34 Clerk’s report
Herefordshire Council have paid Part 1 of the 2022-23 precept (£4,750). A VAT reclaim has been submitted to HMRC (£2,024.73) for the period to February 2022. Works to the B4361 were proposed to the highway authority as a road safety initiative. The highway authority has yet to confirm when the speed of traffic will be measured on the B4361. Comments on the Local Plan Policy Options consultation and Local Plan Rural settlements services and environmental survey were discussed and agreed by the working group and submitted under delegated powers.
21/35 Matters raised for next meeting (no discussion) – There were no matters raised.
21/36 The next parish council meeting is at 7.30pm on Thursday 19 July 2022 at the village hall. The meeting closed at 9.55pm.
