MINUTES OF RICHARDS CASTLE (HEREFORDSHIRE) PARISH COUNCIL MEETING HELD ONLINE AT 7.30 PM ON THURSDAY 27 AUGUST 2020
PRESENT Mr R Alden (Chairman); Ms L Allwright; Ms L Munn; Mr P Enzer; and Ward Cllr. Bowen (Vice Chairman).

There were no matters raised.
20/43 Report from the Herefordshire Councillor for Bircher Ward
Ward Cllr. Bowen reported that Herefordshire Council will borrow £4.5 million for minor roads and that this “should help this part of Herefordshire”. Serious problems have been found at Shire Hall following the recent collapse of ceilings. The building is unusable, and repairs will take at least one year. Schools will be going back shortly. Homeless people will receive the help they need. There has been some controversy about some of the social distancing measures taken in the market towns and Hereford, and traders are concerned at possible impact on their businesses.
A new Lord Lieutenant is to be appointed on 5 September 2020. The commemoration of VJ Day went well. A plaque was unveiled commemorating prisoners of war in Burma and the ‘Canary Bridge’ was named in Hereford.

a) Annual Governance Statement – Approved.
b) Parish council accounts for the year ended 31 March 2020 – Approved.
c) Review risk schedule – Approved.
d) The following payments were agreed: K Adams, internal audit 2019-20 (£95.00); and Boy Thorne Garden Services, grass maintenance (£252.00).
20/45 Matters raised for next meeting (no discussion) – Quotation for measures to address speeding on the B4361, schedule of meetings 2020-21, and SmartWater.
20/46 The next meeting will be on 30 September 2020. The meeting closed at 8.26 pm.
