MINUTES OF RICHARDS CASTLE (HEREFORDSHIRE) PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON TUESDAY 12 OCTOBER 2021
PRESENT: Mr R Alden (Chairman); Ms L Munn; and Mr P Enzer.
IN ATTENDANCE: Mr R Hewitt, Clerk. No members of the public were present.
21/77 Apologies – Mr M Ayres and Ward Cllr. Bowen (Vice Chairman).
21/78 Co-opt to vacancy on the parish council – Deferred.
21/79 Declarations of Members Interest and Requests for Dispensation – None.
21/80 Minutes of the previous meeting – The minutes of the meeting held on 23 September 2021 were agreed to be a true record.
21/81 Report from the Herefordshire Councillor for Bircher Ward
There was no report.
21/82 To invite views and discussion from members of the parish
There were no matters raised.
Herefordshire Council have granted planning permission for 211632 Field to north of Westbrook House.
21/84 Financial Items
a) The following payments were agreed: DC Gardening Services, lengthsman (£156.00); and Clerk, wages October 2021.
b) It was agreed to purchase two new posts with 5mm wall thickness for the solar powered SIDs for £363.18 (+VAT). The cost will be shared with Luston Group and Orleton Parish Councils.
21/85 Clerk’s Report
An on-site meeting was held with West Mercia Police following the provision of two new ‘We don’t buy crime’ signs, and a photo taken to raise awareness of the Richards Castle scheme. The highway authority, in response to the request made by the parish council, will ask for the collection of speed data on the B4361 through the village. The Police and Crime Commissioner has been contacted to request help and support to address speeding on the B4361 through the village. A community commissioning application has been made for the agreed engineering options to encourage vehicles using the B4361 through the village to keep to the speed limit. The parish council’s insurers have rebranded to Gallagher.
The Chairman reported on footpaths. Additional kissing gates can be considered, subject to support from the landowner. The footpath officer will check reported defects on PROWs off Woodhouse Lane.
21/87 Lengthsman/ highways
The parish council agreed to submit an article kindly drafted by Cllr. Enzer on roadside hedge and tree management to Castle News. Information in the new highway authority leaflets on riparian owner and ditch drainage responsibilities will be used to draft two follow up articles.
21/88 The Queen’s Green Canopy in Herefordshire
After careful consideration it was agreed to take no further action due to the parish council having no land for the planting of trees.
21/89 Remembrance Sunday 2021
The meeting considered the purchase of a Tommy. It was agreed to defer a decision to allow time to look at alternative ways to mark the sacrifice of the fallen.
21/90 Parish council reference working group
Cllr. Munn reported on a meeting of the reference working group facilitated by Herefordshire Council. The parish council agreed not to participate further in the working group.
21/91 Strategic Housing Provision
A request by Herefordshire Council to engage with parish councils to understand local housing requirements was considered. The parish council agreed to look at affordable housing at the next meeting.
21/92 Community communications
The Clerk was asked to develop an online community directory for the website, which will provide links to information sources relevant to the local community. Fastershire will be approached to request internet training for local people.
21/93 Matters raised for next meeting (no discussion) – Affordable housing, review of community directory, Fastershire training for local people.
21/94 Date of next meeting – The next meeting will be on Tuesday 9 November 2021 in the Jubilee Room of the village hall.
