MINUTES OF RICHARDS CASTLE (HEREFORDSHIRE) PARISH COUNCIL EXTRAORDINARY MEETING HELD AT THE VILLAGE HALL AT 6.30 PM ON TUESDAY 19 SEPTEMBER 2017

PRESENT Mr P Owen (Vice Chairman); Ms L Munn; Mr A Davies; and Mr R Alden.

IN ATTENDANCE Ward Cllr. S Bowen; and Mr R Hewitt, Clerk. There were no members of the public present.

17/62 Apologies for absence – Mr S Greetham.

17/63 Declarations of Interest and Requests for Dispensation – None.

17/64 To invite views and discussion from members of the parish – There were no matters raised.

17/65 Planning
172996 The Forge, Richards Castle, Ludlow, SY8 4EL – Removal of condition 1 of NW/2003/1223/F to enable The Forge and the adjacent Philscott to be sold separately. There was no objection to the planning application.

172770 Barns at Court House Farm, Castle Road, Richards Castle, SY8 4EW – Demolition of existing portal steel framed buildings and conversion of two existing historic Dutch barns to form three number holiday letting accommodation and dwelling units to enable farm diversification and meet local-need.

The parish council agreed to support the proposed plans and comment that converting the barns, including the Dutch barns, will improve the outlook by tidying an area which has become dilapidated and run down. The village will be helped by this project, which will support local jobs and tourism. The parish council asks that the planning authority grants planning permission.

17/66 Financial Items
a) The following payments were agreed: Boy Thorne Garden Services, churchyard maintenance (£287.00); the Clerk, wages July-September 2017 (£326.61); and HMRC, PAYE Q2, 2017-18 (£81.60).
b) Data protection registration with the ICO – The reform of data protection legislation highlighted in HALC’s Information Corner dated 24 August 2017 was noted. HALC will be holding a briefing on the regulations in the autumn. It was agreed to register the parish council as a data controller under current regulations, and to complete a direct debit mandate to pay the annual fee of £35.00.

Ward Cllr. Bowen provided a short update, including the Challenge Fund received by Herefordshire Council for work on ‘A’ roads, and the expected additional funding from the legal ruling in favour of the county council. Also, Ward Cllr. Bowen has been around the roads recently with the locality steward. There is concern at the procedures followed for the renovation of Blueschool House.
