Minutes – 9 November 2021

21/95 Apologies –Ward Cllr. Bowen (Vice Chairman).

21/96 Co-opt to vacancy on the parish council – Deferred.

21/97 Declarations of Members Interest and Requests for Dispensation – None.

21/98 Minutes of the previous meeting – The minutes of the meeting held on 12 October 2021 were agreed to be a true record.

21/99 Report from the Herefordshire Councillor for Bircher Ward
There was no report.

21/100 To invite views and discussion from members of the parish
There were no matters raised.

21/101 Planning
An email from the case officer stating that an independent design review would not happen in respect of 211632 Field to north of Westbrook House was noted.

21/102 Financial Items
a) The following payments were agreed: B Thorne, grass maintenance (£172.00); Luston Group PC, share of two signposts (£121.06); and Clerk, wages November 2021.
b) Mid-year accounts 2021-22 and precept 2022-23 – Deferred.
c) Effectiveness of internal financial controls – Deferred.

21/103 Clerk’s Report
The village gates have been installed by Balfour Beatty. The Police and Crime Commissioner has indicated that his road safety scheme may be able to provide a grant to support the community commissioning project with the highway authority. The feasibility of the scheme requested under community commissioning has yet to be confirmed by the highway authority.

21/104 Footpaths
The Chairman reported on footpaths. A new kissing gate will be installed shortly off Orchard Rise. It is slightly wider than previous kissing gates installed by the parish council. Defects on the following footpaths were reported: RC6, RC10, RC30 and RC36. Beehives have been installed near a footpath. These reports will be checked by the footpath officer and appropriate action undertaken.

21/105 Lengthsman/ highways
The locality steward has kindly agreed to check the sump by Rock crossroads and advise on future maintenance to prevent it being blocked by loose branches and other debris. A view will be sought from a local engineer as well. Potholes on Wheatcommon Lane have been reported to the highway authority.

21/106 Herefordshire Local Plan update
It was agreed to form a working group to consider draft responses to Herefordshire Council’s pre-consultation engagement questionnaire.

21/107 Affordable housing
The meeting resolved to consider affordable housing alongside the emerging core strategy review by Herefordshire Council and any review of the NDP that may be necessary.

21/108 Fastershire training
Fastershire have been approached to provide internet training for local people. The coffee morning organiser has kindly agreed in principle to host the training sessions at the same time as the coffee mornings at the village hall.

21/109 Community directory
A review of the online directory was deferred.

21/110 Matters raised for next meeting (no discussion) – None.

21/111 Date of next meeting – The next meeting will be on Tuesday 11 January 2022 in the Jubilee Room of the village hall.
