MINUTES OF RICHARDS CASTLE (HEREFORDSHIRE) PARISH COUNCIL ANNUAL MEETING HELD AT THE VILLAGE HALL AT 7.30 PM ON WEDNESDAY 22 MAY 2019

PRESENT Mr R Alden (Chairman); Ms L Allwright; Ms L Munn; Ward Cllr. Bowen; and Mr S Greetham.

IN ATTENDANCE Mr R Hewitt, Clerk. There was one member of the public present.

19/1 Election of Chairman – Cllr. R Alden was elected and signed the Acceptance of Office as Chairman.

19/2 Apologies for absence – None.

19/3 Co-opt four new members to the parish council – Ward Cllr. Bowen and Mr S Greetham were co-opted to the parish council. The two new members signed declarations of acceptance of office and joined the meeting.

19/4 Declarations of Interest and requests for Dispensation – Parish Cllr. Bowen declared an interest in his report on Herefordshire Council (#19/8).

19/5 Election of Vice Chairman – Deferred.

19/7 Minutes of the previous meeting – The minutes of the meeting held on 28 March 2019 were approved and signed as a correct record.

19/8 Report from the Councillor for Bircher Ward – Ward Cllr. Bowen said the county council is in a position of no overall control following the election on 2 May 2019. A coalition cabinet will need to be formed. The future of the bypass for Hereford will need to be confirmed by the new cabinet and council, and this may not be forthcoming.

19/9 To invite views and discussion from members of the parish – There were no matters raised.

19/10 Financial items
a) Annual Governance Statement – Approved.
b) Accounting Statement 2018-19 – Approved.
c) Risk schedule – Approved.
d) Insurance renewal – Approved.
e) Lengthsman and P3 footpaths contract – The contract with Herefordshire Council was agreed and signed.
f) The following payments were agreed: K Adams, internal audit (£125.00); Came and Company, parish council insurance (£296.79); and Eyelid Productions, parish council website support (£100.00).

19/11 Planning – Herefordshire Council has granted listed building consent for 190324 Church House.

19/12 Community poo bags and dog bins – The parish council agreed to make dog bags available on a trial basis at various points around the village to encourage dog owners to pick up after their pets. It was decided not to purchase dog bins for the time being.

19/13 Speed Indicator Displays (SIDs) and wheelie bin stickers – The parish council decided to propose the joint purchase of SIDs with nearby Herefordshire parishes. The purchase of wheelie bin stickers was considered. The preference is to have a simple 30mph roundel, and the availability and cost of these will be considered at the next meeting.

19/14 Goats at Historic England site – It was noted that the safety concerns raised by the parish council have been communicated to the landowner in writing, and that Historic England is believed to be supportive of the use of goats to graze on vegetation on such sites.

19/15 Travellers’ Sites DPD examination (main modifications consultation) – Noted.

19/16 Matters raised for next meeting (no discussion) – None.

19/17 The next parish council meeting is scheduled for 7.30pm on Thursday 25 July 2019 at the village hall.
